MERL Coordinator for project EU4Moldova Sustainable Food Systems - Production

SUBJECT-MATTER DESCRIPTION

The subject of the public contract is the provision of coordination and expert advisory services within the EU delegated cooperation project in Moldova entitled “EU4Moldova Sustainable Food Systems – Production”. The coordination and expert advisory services shall specifically cover the following areas: • Regular monitoring of project indicators: Regular monitoring of project indicators and project progress and ensuring their alignment with project objectives using MERL tools. Data analysis to assess the effectiveness of project activities and to identify areas for improvement. Preparation of regular project progress reports, including progress against indicators, and recommendations for adjustments. • Data collection and analysis: Design and implementation of data collection strategies, including surveys, interviews, and focus group discussions, in order to obtain qualitative and quantitative data on project results and impacts. • Training for the project team: Provision of training and support to the project team and partners in the areas of monitoring and evaluation practices, data collection methods, and the use of monitoring tools, with the aim of strengthening their MERL capacity. • Cooperation with Czech experts and support to the Czech implementing partner: Ensuring effective cooperation with Czech experts and providing the necessary support to the Czech implementing partner. • Participation in other project activities: Active involvement in other project activities according to current needs and support for their successful implementation. • Performance of additional tasks: Implementation of other activities based on instructions from the delegated cooperation team leader and the project and financial manager assigned to the project. Services will be provided on an ongoing basis according to the needs of the Czech Development Agency (CzDA). • Within these areas, the Coordinator will also participate in the preparation and evaluation of procurement procedures under the EU4Moldova Sustainable Food Systems – Production project, as well as in the subsequent monitoring of the performance of concluded contracts and, where applicable, in the preparation of contract amendments, including the technical assessment of amended aspects.
